  Curt Hayes
Curt has a wide background in the maintenance of the physical plant of
residential projects.  He provides consultation on preventive maintenance
planning as well as manages responses to problem and emergency
situations.    Curt provides consultation and technical assistance in the
development of the Reserve Account Analysis functions.  Curt also provides
the backup support for Carson in the site visits and daily communication
with the site manager.

As the newest member of the Lenzy Hayes, Inc. team, Gordon brings 25 years experience as the Director of Research of behavioral health organization and Chief Executive Officer of a management consulting firm.  He will direct the needs assessment studies and work with the project staff on development of supportive services, human resource management, budgeting, and continuous quality improvement initiatives.

Hayes/Gibson International has also served as Housing Consultants for the development of several HUD 202 and 811 applications representing several million dollars of federal  grants.

In addition, we recently developed a successful application for a Federal Home Loan Bank grant in the amount of $245,000.  We have current projects at various phases of application and construction in five cities throughout Indiana.

Curt Hayes is a  Senior Instructor for The National Center For Housing Management of Washington D.C., which is the largest HUD approved educational institution in the United States.  Carson Hayes served as a Senior Associate for The National Center for Housing Management for over fifteen years  As representatives with The National Center For Housing Management, we have educated housing providers in finance, occupancy, maintenance, and resident services in over forty states, Puerto Rico, and the Virgin Islands. 
   
Capabilities: Development of New Housing  

 If the site is not within walking distance, it is critical for the sponsor to provide or arrange regular transportation.  All utilities and an approved roadway are required to be at the site.  Appropriate multi-family zoning must already be approved or available through petition.

After the site is selected, our team will develop the appropriate housing application for construction or rehabilitation funding assistance.  All federal funding is increasingly shrinking, so it is important to research the type of grant most likely to succeed.  Whether we submit an application for HUD or the Federal Home Loan Bank, these funds are provided as a grant.  They are never to be repaid as long as the project is kept for low-income tenants and all rules and regulations of the loan agreement are kept.  Rural Development does not award grants; rather, their program (515 Housing) is a low-interest long-term loan.  All of the above programs may or may not have rental assistance attached to them.

Once the housing needs have been identified and the type of housing determined the process of completing the applications for funding are initiated.   When Federal Home Loan Bank grant funding is utilized, it is known the maximum grant will be limited to $300,000 requiring a blended funding request.

 

Federal Home Loan Bank funds are usually used in conjunction with Housing and Urban Development, Rural Development, conventional loans, or tax credits.  Use of Federal Home Loan Bank funding permits the Sponsor to have leveraged financing, which helps build points in the application process.

Our firm will work with you to portray your proposed housing project application to satisfy the requirements of each funding source.  In the development of the funding application, we will compile information on the housing need, supportive services logistics, residential facility specifications, and the Sponsor’s financial capacity.  We will work with your attorney to make sure that all zoning requirements have been satisfied.  In addition, we will arrange for any needed market studies, environmental studies, or other documents required by the application.

Once the Sponsor has been notified that their application has been selected for funding, our firm will continue to serve as the consultants during the construction process. Typically we work with the Sponsor in retaining a construction project management firm and assist the Sponsor with the bidding process, selection of an architect, and the construction bidding process. Our involvement continues until the project is ready for occupancy.  At that time, we hope to serve you in the capacity of Management Agent.

Lenzy Hayes, Incorporated and Hayes/Ferguson & Associates have a long history of professional experience in the development of new housing.  The expertise of our professional staff and our history of successful residential projects with multiple funding bodies would be utilized to serve your organization as the particular housing need requires.

  The first step in our development process is the creation of a vision of residential facilities and support services to address the perceived housing need.  Historically, many organizations have a mission to create and provide some type of affordable housing in their community, however, the size, clientele to be served, and funding sources are unclear.  Lenzy Hayes, Inc. will develop a study of residential facility and supportive services needs which will identify and document the level of need of particular type(s) of housing, design, rental subsidy, supportive social services, and funding availability.

After the vision, level of need, and type of housing are determined, the next step is to select the site.  HUD, Rural Development, and the Federal Home Loan Bank have very specific restrictions on the size, location, and type of land that may be used.  These funding bodies require flat land with good drainage, located near shopping/drug stores/ health care providers, and other supportive services.

To this end, we will be very firm, but fair, regarding conduct of residents and their visitors, care of their units, and rent/carrying charge collection.  We will strive to ensure that all work orders are done in a timely fashion with adequate documentation tracking date and time of work requested, date and time of completion, and materials used.  We will also develop a preventive maintenance plan, which will allow us to forecast needed upgrades and replacements as the facility ages. 

Our resident site managers conduct monthly unit inspections to ensure that lease/occupancy agreement terms and conditions are being followed.  Of utmost concern, is the adherence to Housing Quality Standard (HQS) as mandated by HUD.  We realize that special populations (physically challenged, mentally challenged, and developmentally disabled) will need special assistance to help them to meet these standards.  We will work closely with Case Managers and practitioners of these special residents to ensure that all needed assistance is given to help them maintain the unit in a manner acceptable to management and HUD.

Curt Hayes is very experienced in the area of maintenance.  One of his primary roles is to support the regular maintenance staff in the day-to-day operation of a facility.  In addition, he provides technical training and expertise as needed, and ensures that proper documentation of work is maintained at all times as required by HUD.  Supporting him in this role will be Ron White, who is our Regional Maintenance Technician.  Ron has vast experience in plumbing, grounds, heating/air, and light electrical.  Both of these individuals are available as needed to support, train and help the regular maintenance staff.

To remain in good standing with Housing and Urban Development, Rural Development, and Federal Home Loan Bank, an effective Management Company must have the ability to acquire and continuously upgrade their

  knowledge base on the numerous and changing regulations of assisted housing and ensure compliance with these regulations.  Lenzy Hayes, Inc. has twenty-five years of experience with these regulations.  With regard to the regulations of Housing and Urban Development, our firm uses Rent Role Rent Computation software on all HUD facilities.  We have three (3) full-time employees with the abilities to process rent computations, TRACS submissions, HUD billing for assistance, Excess Income Reports, and monthly financial reports of receipts and disbursements to HUD.  In addition, we perform regular file reviews to ensure compliance with HUD regulations.  Both Carson and Curt Hayes provide training programs on these regulations nationally through the National Center on Housing Management.

Although effective management of the administrative requirements, regulatory compliance programs, and maintenance of the facilities and grounds are necessary for a successful residential community, the quality of life of the residents is dependent upon their experience of self-sufficiency, friendships among their neighbors, and contributing to the life of their community. Many of our facilities have resident councils which have an important role in affecting change and in having involvement in the governance of their community life.  We have worked very closely with these groups in providing a wider range of services and programs to residents and increasing accessibility to other primary healthcare and human service providers.  Some of the services that are available through our residences include:  mobile health screening and services, on-site GED educational programs, parent effectiveness training classes, day programs for special populations, life skills training, social support groups, social and recreational calendar of events (summer picnics, holiday celebrations, special nights, etc.), beauty salons, grocery and deli, library and book lending programs, volunteer service programs, community organizations and groups meetings (Girl/Boy Scout troops, etc.),  and other special programs sponsored by the Resident Councils.

As Management Agents for apartment communities ranging from nine (9) units to two hundred (200) units, the services that Lenzy Hayes, Incorporated and Hayes/Ferguson & Associates can provide to your organization are comprehensive.  We will work with the Board of Directors to develop a plan of work which will maximize the services provided to each resident while staying within the financial means available through the operating budget.  In addition to providing the needed on-site staff, we have a cast of professionals standing ready to support the project for occupancy, maintenance, financial management, resident services, and other residential management concerns.

Our firm has the ability to provide the financial management services handling the accounts receivable functions, making bank deposits for tenant rents/carrying charges, managing the accounts payables, preparing monthly general ledger, balance sheets, and the financial statements.  We are able to develop the Reserve Account Analysis to determine whether or not there are sufficient funds to keep the facility in top condition in the future.  At one facility (Friendship House, Inc.) managed by Lenzy Hayes, Inc., we obtained approval from HUD to increase rents over a three-year period in order to increase funding of their reserve deposit from $2,500.00 to $8,500.00 per month.  Members of our staff are experienced in Cougar Mountain, Lotus, and Excel financial applications.  Customized reports in either Excel or Lotus can be prepared to meet specific needs or requests of your Board of Directors.  A sample of a basic comprehensive financial report is included in this profile (See Appendix).

Proper maintenance of building exterior, dwelling units, and common areas is critical for successful property management.  We believe that the satisfaction of our resident population is the foundation to having a successful housing community.
